Law no. 248 of August 18, 2000 – Currently permits the photocopying of protected works, but only "for personal use" and up to a maximum limit of 15% of each volume or periodical issue, excluding advertising pages.
Reproduction "for personal use" refers to copying done for one's own reading, study, or reference purposes, and not for commercial use.
Photocopying of protected works may also be carried out within libraries, provided it is limited to works held in the libraries themselves and remains within the 15% limit. The 15% limit does not apply if the works in the library are rare or otherwise out of print.
